Current Tax Status (April 2026)
Solar panels currently enjoy a customs duty exemption in Pakistan. Under SROs (Statutory Regulatory Orders) issued to promote renewable energy, the import duty on solar panels is 0%. This exemption has been in place for several years and has been a major driver of solar adoption across the country.
Here is the breakdown by component:
• Solar panels: 0% import duty. Sales tax/GST currently exempt.
• Inverters: 5-10% import duty depending on type and origin.
• Batteries (lithium/lead-acid): 10-15% import duty.
• Mounting structures: 10-15% import duty.
• Wiring, breakers, accessories: Standard customs rates apply, typically 10-20%.
The key point: solar panels themselves, which represent the single largest cost component, are imported duty-free and GST-free. This is the primary reason solar system prices have become accessible to middle-income households in Pakistan.
The GST Discussion: What Could Change
The government is considering imposing 18% General Sales Tax (GST) on imported solar panels and related equipment. This has been discussed in budget planning sessions and is being pushed by segments of the domestic manufacturing lobby. No formal notification has been issued as of April 2026, but the discussion is active and could materialise in the upcoming federal budget.
If 18% GST is imposed, the impact on system pricing would be significant:
• A 10kW system currently costing approximately PKR 16 Lakh would increase by PKR 2-3 Lakh.
• A 15kW system at PKR 22-24 Lakh would increase by PKR 3-4 Lakh.
• Payback period would extend by approximately 6-12 months depending on system size and consumption profile.
Even with an 18% GST, solar remains financially viable. A 10kW system at PKR 18-19 Lakh still pays back within 4-5 years and generates free electricity for the remaining 20-plus years. The economics are slightly less attractive but still strongly positive.
How Taxes Affect System Pricing
Understanding the cost breakdown of a solar system helps you see where taxes hit and where they do not:
• Solar panels: 40-50% of total system cost. Currently 0% duty and 0% GST.
• Inverter: 15-20% of system cost. Subject to 5-10% import duty.
• Battery (hybrid systems only): 20-30% of system cost. Subject to 10-15% import duty.

Global solar panel prices have been declining steadily. Chinese manufacturers have increased production capacity, driving wholesale prices down. However, the Pakistani Rupee has depreciated significantly against the US Dollar and Chinese Yuan over the past three years. This currency effect partially or fully offsets the global price decline for Pakistani buyers. In rupee terms, panel prices have remained relatively stable rather than falling as they have in dollar terms.
